17 July 1938 (no number) [2.1] – Request from Belorussian NKVD. Encrypted telegram from Belorussian SSR to STALIN, YEZHOV and ANDREYEV, to increase quota for executions (2,000) and arrests (3,000). [R 17 July 1938]

15 September 1938, Pb 64/22 [2.1] – Politburo decision. Reduce the role of “special troikas”, signed by STALIN; after 1 August charges of Counter-Revolutionary activities (Article 58) to be examined by courts (2 pp). [R 15 September 1938, Pb 64-22]

31 December 1938* (no number) [2.1] – STALIN’s written permission for the Krasnoyarsk Region [Siberia] to carry out several thousand additional “1st category arrests” (executions). The instruction was written in pencil on a small, plain slip of paper.  [R 31 December 1938]

05 February 1939, 530-B [2.1] – NKVD memorandum. Letter from NKVD head BERIA and Procurator-General VYSHINSKY to STALIN about pardoning all criminals after 3 years of imprisonment, except those convicted of “Counter-Revolutionary Activities” (Article 58, RSFSR Criminal Code).
